The Gabriela Mistral University Library has developed the following Academic Repository in order to preserve, disseminate and make available the full-text contents of the academic production developed by the different actors in the academic and research field of the University.

dc.description.abstractEn general, podemos decir que ley es una fórmula precisa dictada por órganos soberanos especiales. En forma más concreta, que es un mandato expreso que proviene de la voluntad del legislador formulado en palabras determinadas y a través de un procedimiento preestablecido. En resumen, en aquellas materias que la Constitución ha reservado expresamente a la ley, ésta constituye lo que se ha denominado norma de clausura, inhibiendo la competencia reglamentaria para estatuir sobre la materia.es_ES
