dc.description.abstract	Las estrategias de desarrollo deben ser traducidas a políticas públicas concretas. En el artículo se mostrará que en América Latina su aplicación se ha caracterizado por una considerable rigidez. En lugar de este dogmatismo propongo introducir más pragmatismo a través del uso de un criterio de evaluación, la confianza social. Se aplicará este instrumento a dos políticas públicas concretas: el fomento del sector empresarial y de las exportaciones.	es_ES
dc.description.abstract	Development strategies have to be translated into concrete public policies. ln this article it will be shown that in Latin America its application can be characterized by a considerable degree of rigidness. lnstead of this dogmatism, I propose to introduce more pragmatism in the form of a new evaluation criterion, social trust. This will be applied into two specific public policies: the promotion of both business and export sectors.
